Name and Objectives
The name of this organization shall be the Southern Illinois University Unit of the Illinois Chapter of the American Fisheries Society, and hereinafter referred to as the Subchapter.
The objectives of the Subchapter shall be to facilitate meeting the objectives of the American Fisheries Society as set forth in Article I of the constitution by the members of the Illinois Chapter of the American Fisheries Society associated with Southern Illinois University and to encourage student involvement in American Fisheries Society activities.
Individuals or organizations interested in the Subchapter and its objectives may become members in one of the following ways:
Active members are those individuals who are currently active members of the American Fisheries Society and are associated with Southern Illinois University. Active members have all voting rights under Article IV, Paragraph 3 of the Constitution of the Society.
Affiliate members are non-voting individuals or organizations who wish to support the Subchapter and its objectives and have paid annual dues.
The Subchapter shall hold an annual business meeting arranged by the Subchapter Executive Committee for the purpose of election of officers and other pertinent Subchapter business, and hereinafter referred to as the Annual Meeting. Periodically, meetings shall be held for the exchange of information and to engage in fisheries related activities. Sponsored events, e.g. symposia, which professionally extend beyond the Subchapter membership shall be approved by the Illinois Chapter Executive Committee.
The offices of the Subchapter shall consist of a President, a President-Elect and a Secretary-Treasurer. Officers shall be student members of the Subchapter and shall be elected at the Annual Meeting. The Secretary-Treasurer may hold office for a period longer than one year, but the term of the other officers shall be one year. In case of a vacated position, the Subchapter shall elect a qualified replacement to fill the unexpired term. In the event of a cancellation of an Annual Meeting, the officers and the members of any committees shall continue to serve until the next scheduled meeting.
Duties of Officers
The President of the Subchapter shall preside at all meetings, shall serve as the Chair of the Executive Committee, shall represent the Subchapter to the Illinois Chapter of the American Fisheries Society, and shall make such appointments and perform other duties and functions as are authorized and necessary.
The President-Elect shall assume the duties of the President in the event of the President’s absence or inability to act.
The Secretary-Treasurer shall keep the official records of the Subchapter, collect and be custodian of the registration fees collected under Section 10 of these BY-Laws and any funds which may be allotted to the Subchapter. The Secretary-Treasurer shall disburse funds as may be authorized and necessary, and shall submit a record of receipts and disbursements at the Annual Meeting. The Secretary-Treasurer shall perform such duties as may be requested by the Secretary-Treasurer of the Illinois Chapter of the American Fisheries Society.
The Executive Committee of the Subchapter shall consist of the elected officers and two -elected representatives of the membership. The Executive Committee is authorized to act for the Subchapter between meetings and to perform appropriate duties and functions.
Committees and the Chair of the Committees shall be appointed by the President as may be necessary for the conducting of the Subchapter activities. The terms of office for members of Subchapter Committees shall end upon the discharge of the duties for which they were appointed, or at the next Annual Meeting of the Subchapter, whichever comes first.
Election of Members
Application for all classes of the American Fisheries Society memberships may be received by the Secretary-Treasurer of the Subchapter and shall be forwarded to the Secretary-Treasurer of the Illinois Chapter of the American Fisheries Society.
Voting and Quorum
Decisions at meetings of the Subchapter shall be in accordance with Article IV, Paragraph 4 of the Constitution of the American Fisheries Society. A quorum at any meeting for the transaction of official business shall be at least ten members.
Registration and Dues
The Executive Committee may assess all members annual dues and each registrant attending Annual Meetings of the Subchapter a registration fee necessary to cover the costs of the meeting and Subchapter activities. Collections of registration fees shall be made by the Secretary-Treasurer of the Subchapter. Disbursements shall be made for financing operations as may be directed by the membership or by the authorization of the Executive Committee.
Amendments of the By-Laws
The By-Laws of the Subchapter may be amended and approved in accordance with Article IV, Paragraph 4, and Article VII, Paragraph 1, of the Constitution of the American Fisheries Society, and by Section 9 of-these By-Laws.
